JOB DESCRIPTION

TITLE

Executive Director

REPORTS TO

Board of Directors

PRIMARY RESPONSIBILITY

· Responsible for full range of HEAT (Heating Energy Assistance Team) activities including office administration and management, fiscal management, fundraising, public relations and marketing, government relations, and overall program management. Keep Board of Directors current on HEAT activities, and serve as key representative of the organization to the public.

QUALIFICATIONS

Graduate of an accredited college/university with bachelor’s degree or five years of proven management experience, preferably with a non-profit organization.
Experience in marketing, fundraising and demonstrated abilities in volunteer management and coordination or equivalent executive level experience.
Mature, responsible, and trustworthy.
Ability to work independently and be self-motivated.
Strong interpersonal, analytical, managerial and organizational skills.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Fiscal Management

· Responsible for managing the HEAT organization, which includes researching, developing, implementing and continuously improving programs with the goal to increase natural gas customer contributions, increase online donations, increase corporate partnerships, and develop fundraising projects.

· In conjunction with the Board, prepare an annual prioritization of goals and objectives for fundraising along with methods to accomplish goals.

· Plan and direct continuous review and analysis of fiscal operations, needs and resources of HEAT via annual budget and review of program costs and projections. Work with staff, accountant, and Treasurer to ensure accuracy of monthly financial reports.

· Work with Treasurer and Board of Directors to review investment policies, procedures, and vehicles for investments.

· Negotiate the lease of facilities and oversee the purchase of goods and services for use by HEAT. Administer contracts on behalf of HEAT.

· In conjunction with Board Chair and Treasurer, cooperate with external auditors and accountants in complying with all federal and state tax-exempt accounting and reporting requirements.

Office Management and Staff Supervision

· Execute organizational policies and procedures established by the Board of Directors and assist in updating old policies and formulating new policies.

· Conduct job design, personnel hiring, training, motivation and development; undertake supervision, evaluations, promotions, salary adjustments, disciplinary actions and dismissal of employees.

· Work with staff to maintain day-to-day operations and provide a fully functional office environment adequate to keep up with the requirements of HEAT’s needs.

Board of Directors

· Function as liaison between the Board of Directors and the Georgia Division of Family and Children Services, other external agencies, businesses and individuals; represent the Board in various settings as appropriate.

· Assist Board and Committees in the planning and execution of meetings.

· Coordinate staff administrative activities on behalf of the Board of Directors such as scheduling meetings, distributing meeting materials, and preparing informational folders.

· Keep Board of Directors current on issues affecting the organization as well as activities of HEAT.

· Work with the Board of Directors and staff to establish short and long-range plans for HEAT.

Agency Program Involvement

· Low Income Home Energy Assistance Program (LIHEAP) – Understand the Division of Family and Children Services LIHEAP operations, reporting, and qualification procedures at the federal and state level. Obtain energy assistance program reports that include HEAT fund distribution for quarterly board meetings.

· National Energy and Utility Affordability Coalition (NEUAC) – Maintain membership and involvement in NEUAC. Critical fundraising, public relations and administrative ideas are generated from participation in the organization.

Fund Distribution

Ensure that funds to be used for heating bill assistance are distributed to appropriate agencies in a timely manner. Monitor the distribution of funds by such agencies to eligible applicants for heating bill assistance.

Inform the Board when funds are not being distributed to eligible applicants in compliance with established agreements and consult with the Board on necessary corrective actions to be taken.

Public Relations and Marketing

Act as the primary spokesperson for the organization.

Develop working relationships with other public and private agencies, corporations, investor-owned utilities, contractors and suppliers, donors, customers, and other non-profit organizations.

In conjunction with the Marketing/Fund Development Committee, plan public relations goals, objectives and budget projections for upcoming year.

Identify and pursue opportunities for media exposure via print, radio, television and Internet.

Develop and review written materials prior to publication, including newsletters, direct mail letters and informational pieces; select and engage vendors and oversee printing and production.

Oversee changes and updates to the HEAT website.

In conjunction with the board members, maintain contact with the Georgia Public Service Commission and other elected officials statewide, including city officials, regarding HEAT activities.
Attend seminars and community meetings on an as needed basis. Make HEAT presentations as requested and as needed, i.e., Georgia Community Action Association annual meeting, Georgia’s Charitable Contributions Program events, City Council meetings and church group meetings.
