Position Title: Clinical Services Manager

Reports to: Executive Director

Primary Location: Kids’ Harbor, Inc.-Osage Beach/St. Robert, MO

General Summary:

The Clinical Services Manager, in collaboration with the Executive Director, is responsible for the development, implementation, and operational evaluation of the therapy program at Kids’ Harbor, Inc., Child Advocacy Center, ensuring its mission is carried out according to applicable professional, ethical, and legal standards. The Clinical Services Manager provides trauma-informed, evidence-based therapy to children and their safe caregivers. Provides clinical supervision of agency mental health providers, student interns, and volunteers. Maintains positive working relationships with partner agencies, networking and facilitating opportunities to encourage cross-disciplinary communications, protocol development, implementation, training, and education to improve the outcomes of child abuse investigations and treatment.

Essential Functions:

Provide direct and indirect services to children and their safe caregivers including, but not limited to:
- Crisis counseling, utilizing best-practice, trauma-focused modalities, including, but not limited to evidence-based TF-CBT, CBT, ITCT, and/or EMDR where and when appropriate
- Assessment and evaluation of counseling needs, including pre and post-assessment tools
- Development of treatment plan(s) with individualized goals and objectives
- Provision of individual and “family unit” therapy modalities
- Serve on Kids’ Harbor’s Multidiscipline Teams, and as a consultant to our team members as may be required and/or needed
- Submit/offer referrals for other services or resources
- Coordination/consultation with other agencies when and where ethically appropriate
- Provide oversight and supervision of all mental health clinicians employed or contracted by Kids’ Harbor, Inc.
Be responsible for supervising and maintaining all clinical records, administration of client database for tracking child abuse cases from intake to disposition as established by federal law, the State of Missouri, as well as Kids’ Harbor, Inc. Employee Handbook, Standard Operating Procedures, and the recommended practice model as established by the National Children’s Alliance. Compile statistical information for grant reports
Assist in the development and implementation of the policies, procedures, and practices which assure the welfare of the abused children served by Kids’ Harbor, Inc. are the agency’s first priority
Provide ongoing orientation, general training, clinical and administrative supervision to therapy and prevention team staff.
Monitor program’s grant outcomes to ensure achievement and adherence to planned outcomes.
Develop and maintain procedures and administrative systems to ensure smooth program operations.
Maintain administrative aspects of the program’s functioning, recommending and implementing program changes when necessary. Assure program compliance with all applicable laws and policies and NCA accreditation standards.
Train program personnel, volunteers, student interns
Supervise staff in maintaining client documentation and administrative program documentation.
Maintain therapy referrals and waitlist, working with Family Advocacy staff to coordinate services.
Develop and maintain interagency communication and networking regarding child abuse, youth with problem sexual behaviors, child abuse prevention, and the role of Kids’ Harbor in the community.
Testify in judicial and administrative proceedings, when required.
Responsible for the evaluation of all client mental health programming to ensure program goals and objectives of programs are met as stated in grant goals and expectations set by the Board and Executive Director. Responsible for the development and administration of evaluation procedures and instruments as necessary to ensure goals and objectives are met. Routinely and regularly report evaluation results to the Executive Director.
Serve as a community liaison; represent agency in appropriate public relations and task forces as necessary and requested by the Executive Director.
Assist in writing funding proposals and grant reports related to clinical and prevention services.
Attend annual skills-based training to remain abreast of the latest research, trends and best practice standards in trauma treatment and child abuse, youth with problem sexual behaviors, prevention, and cultural competency, as funding allows.
Provide ongoing information to multidisciplinary partner agencies and community agencies on child abuse and neglect, youth with problem sexual behaviors, prevention, and programs and services of the agency.
Assist in the recruitment and use of student interns and volunteers wherever possible and appropriate.
Attend annual agency functions, special events and meetings as necessary and appropriate.
Remain abreast of issues related to child abuse and neglect.
Member of Kids’ Harbor’s leadership team.
Other duties as assigned.

REQUIREMENTS:

Qualifications: Master’s degree in social work, psychology, counseling, or a related degree. Must be licensed in the State of Missouri as a Professional Counselor (LPC), Social Worker (LCSW), Marriage and Family Therapist (LMFT) or Psychologist. A minimum of three years of program administration preferred, including staff supervision, clinical and/or practice experience. Specialty training and experience in the child abuse field with particular emphasis on child abuse and trauma-informed, evidence-based therapy practices. Must demonstrate advanced working knowledge of child welfare systems and child abuse and neglect research. Must possess excellent written and oral communication skills, computer skills, and public speaking experience. Must demonstrate an ability to accomplish and advance program goals, a willingness to remain abreast of current research related to child abuse and neglect, and an ability to remain sensitive and demonstrate appropriate boundaries with program clients, agency staff, and volunteers.

Provide own transportation (mileage reimbursed) with valid driver’s license, and insurance coverage on vehicle.

Knowledge, Skills, and Abilities: Attention to detail necessary to read and develop center materials along with verbal skills to communicate with the public. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, children, families, multidiscipline team members and the general public. Ability to define problems, collect data, establish facts, and draw valid and reliable conclusions. Ability to recognize and acknowledge vicarious trauma in the workplace and utilize the resources provided to address/mitigate the trauma's impact.

Physical: Must be able to use general office equipment and use computer software. Must be able to lift up to 25 pounds; working under pressure to meet deadlines.

WORK SETTING

Must be able to function amicably in a small, but busy workplace. Must acknowledge and adhere to the agency’s policies and procedures including confidentiality and code of conduct and adhere to the highest professional ethics, confidentiality, direction and judgment.

WORK HOURS

This is a full-time position; business hours are Monday through Friday, 8:30 a.m. to 4:30 p.m. Regular evening and occasional weekend work may be required. Must be willing to accommodate limited travel and work nights, evenings, weekends and holidays (minimal) if necessary.

TRAVEL

Travel may be required throughout the Kids’ Harbor, Inc. service area for meetings, court, educational opportunities, and/or as the agency deems necessary. Provide own transportation (mileage reimbursed) with valid driver’s license, and insurance coverage on vehicle.

Attendance: Regular attendance is a requirement of this position. Kids' Harbor, Inc. employees, who are full-time, are expected to work a 40-hour work week.

Other: The safety of children is a priority; all new employees must agree to and pass a child abuse and neglect screening and a criminal history investigation as a condition of employment and annually due to the sensitive nature of work.
