CUPE is welcoming applications for the bilingual position of Systems Analyst within the Pension Administration Office to work at the National Office located in Ottawa, Ontario.

Under the direction of the Principal of Pension Benefits Administration, the Systems Analyst is primarily responsible for supporting key modernization initiatives related to the Pension Plan administration operations. The Systems Analyst will contribute to the transition to a new pension administration system, support the review and streamlining of existing administration processes, and assist with the digitization of pension files to ensure compliance with privacy and regulatory requirements. The role will also support the enhancement of the pension website to enable electronic communications and secure document transmission for members and stakeholders.

The Systems Analyst will be the functional expert on the specified applications and the primary point of contact between the Pension Administration Office, CUPE’s Technology Branch, and the development team.

SUMMARY OF DUTIES

Work exclusively with the committees of the Joint Board of Trustees (JBT) and Pension Administration Office staff to support pension administration initiatives and system modernization projects.
Collaborate with designated Pension Administration and JBT committees' contacts, development teams, the CUPE IT Branch, and external service providers to define scope, objectives, and deliverables, and to take pension-related projects from concept through implementation.
Serve as the primary liaison between the committees of the JBT, the Pension Administration Office, the CUPE Technology Branch, and external service providers, ensuring effective communication, coordination, and alignment.
Support project planning and delivery by developing schedules, and prioritizing, tracking, and coordinating pension-related system changes, enhancements, and requests, including change control activities.
Analyze, document, and validate pension administration workflows, business processes, functional requirements, and testing scenarios.
Support the development and maintenance of functional specifications and ensure pension business requirements are accurately reflected in system designs and technical documentation.
Analyze pension administration processes and trends against industry best practices through a diversity, equity, and inclusion lens, supporting the identification and implementation of process and system improvements that serve diverse plan members.
Define and support quality assurance and user acceptance testing activities, including test planning, execution, documentation, and issue tracking.
Coordinate and support Pension Administration Office staff in testing, validating, and adopting new or enhanced pension system functionality.
Support the identification of training needs and assist in the development and delivery of training related to pension systems and processes, ensuring accessibility and inclusivity for diverse learners.
Other related duties as assigned.

QUALIFICATIONS

College diploma or university degree in computer science, business administration, or a related field, with a minimum of five (5) years of relevant experience within pension administration or related benefits administration environments.
Knowledge and understanding of trade union values and principles
Demonstrate excellent analytical and visualization abilities for business needs, including the ability to translate business needs into clear requirements and functional specifications, and to develop, document, and maintain detailed end‑to‑end process flows.
Understand Lean and Agile principles and be able to apply them effectively in a collaborative environment.
Strong knowledge of Information Technology Infrastructure Library (ITIL) best practices and proven experience in technical support and end‑user assistance.
Advanced technical skills with analytical tools such as Excel, Power BI, and ServiceNow dashboards.
Proven experience in analysis, reporting, stakeholder communication, presentation delivery, relationship building, influencing, problem‑solving, and decision‑making.
Advanced proficiency in Microsoft Office applications.
Strong coordination skills across multiple stakeholders and departments
Experience in the insurance and financial services industry is considered an asset.
Ability to communicate effectively in English and French in written and verbal form.
Ability to work effectively in a diverse and inclusive environment.

WEEKLY SALARY RANGE: $2,507.19 to $2,562.39 (plus 7% bilingual bonus)
